Thailand’s Building Inspection for Safety Purposes

Thailand’s Building Inspection for Safety Purposes

 

In Thailand, buildings need annual inspection for safety purposes.  Agency for Real Estate Affairs is certified to help inspect buildings.

Regulators involved in this building inspections include

1. Department of Public Works and Town & Country Planning, Ministry of Interior who monitors the Building Control Act

2. Department of Labor Protection and Welfare who monitors the Occupation Health and Safety Act

3. Department of Industrial Works who monitors the Factory Act

4. Industrial Estate Authority of Thailand who monitors the Process Safety Management.

 

In addition, there are several enforcement officers involved including:

1. Bangkok Metropolitan Administration (BMA) which is a local administration

2. Other local authorities nationwide

3. Department of Labor Protection and Welfare

4. Department of Industrial Works

5. Industrial Estate Authority of Thailand

 

According to the Building Control Act Version 3 Year 2000 at Section 32 B on Registered Building Inspector dated December 29, 2005 specifies that buildings are required inspection including:

1. High rise buildings

2. Special large buildings

3. Assembly buildings

4. Theaters

5. Residential buildings with 2,000 sq.metres or more

6. Hotels with 80 keys or more

7. Factories with 2 stories or more and 5,000 sq.metres or more

8. Night clubs or pubs with 200 sq.metres or more

9. Advertising Posts with 50 sq.metres or more (stand alone) or 25 sq.metres or more where attached to any buildings.

 

It also identifies  that building inspection consists of 2 categories. For major inspection, it requires in every 5 years and for typical annual inspection.  In Section 65, it  says that any buildings which are not conducted the inspection will be sentence to restrain and/or fine.

 

Inspection will in in four aspects as follows:

1. Structure safety

2. MEP (mechanical, electrical and plumbing) Safety including electrical systems, ventilation systems, lift & Elevator systems, sanitary systems and fire protection systems

3. Performance testing

4. Building management review
